This is a joint action plan for Communities and Local Government and the Local Government Association to take forward a shared community empowerment agenda. It aims to give citizens the means of participating in decision-making at every level; clarify the role of Government, at central and local level; rebalance power between Parliament and Government; and give British people a stronger sense of what it means to be British.
