Summary: 

This is the report of an inspection carried out by Ofsted, the Care Quality Commission and Her Majesty’s Inspectorate of Constabulary at the request of the Secretary of State for Children, Schools and Families. The Secretary of State asked the inspectorates to provide a judgement on the progress made in relation to specific areas of weakness identified in the special joint area review of safeguarding carried out in November 2008, which judged safeguarding services to be inadequate.
